The Opportunity
Reporting into senior management, the Submissions & Proposals Manager will take ownership of the end-to-end tender and submissions function, leading bid strategy, managing high-quality tender responses, and overseeing associated marketing activities. This role plays a critical part in supporting the business's continued growth and success.
Key Responsibilities
- Lead bid strategy workshops with executives, subject matter experts, Project Managers, and delivery teams
- Manage and coordinate all aspects of the submissions and tender process from start to finish
- Develop, review, and refine tender responses to ensure clarity, compliance, strong strategic messaging, and persuasive content
- Coordinate inputs across technical, commercial, legal, and delivery functions
- Manage submission timelines, registers, folders, and governance requirements
- Maintain and continuously improve the tender library and standard response content
- Oversee marketing and corporate communications activities, including capability statements, website updates, LinkedIn content, and external media coordination
- Mentor and support a small submissions and marketing team
- Build and maintain strong internal and external stakeholder relationships
- Support accreditations, tender handovers, and post-submission reviews
- Ensure alignment with HSEQ, sustainability, and internal compliance requirements
- Complete ad hoc tasks as required to support business objectives
To be successful in this role, we are seeking someone with:
- Demonstrated experience in submissions, proposals, or bid management, ideally within civil construction, infrastructure, or a related sector
- Exceptional written communication and editing skills with strong attention to detail
- Proven ability to manage multiple tenders and competing deadlines
- Confidence engaging with senior stakeholders and technical teams
- Experience overseeing marketing or corporate communications is highly regarded
